The Department of State's Directorate of Defense Trade Controls (DDTC) oversees the International Traffic in Arms Regulations (ITAR). The ITAR encompasses primary military items, technology, technical services, and software. A license from DDTC is required for certain transactions, prior to the transaction occurring.
